Steven D. Bice

Steven Bice currently leads the Medical Emergency Preparedness and Response unit for MacAulay Brown (MacB), Inc. He is a senior executive and visionary strategist and thinker with a proven record of organizing and managing public health programs in emergency response, logistics, and primary care at international, federal, state, and local levels. Mr. Bice received his BA in English from Occidental College and a graduate teaching credential from California State University, Los Angeles. In 2005 he was the winner of the Service to America Medal/Homeland Security.
Mr. Bice has spent many years working as a top director and supervisor for the Centers for Disease Control and the Department of Health and Human Services. In his time at these departments he organized and managed the Strategic National Stockpile (SNS), the nation’s billon dollar repository of critical pharmaceuticals, vaccines, and other medical supplies for support of national public health emergencies; organized and led national and international public health teams in emergency response, logistics, and primary health care (Oklahoma bombing; hurricanes Andrew, Iniki, Katrina, Rita; Typhoon George; Kobe earthquake; 9/11 and anthrax attacks, and, Indian Ocean earthquake/tsunami); and supervised multi-disciplinary medical teams providing primary care in developing nations.

Supporting Hawaii’s provision of primary care to its native population.

Building the SNS from its inception in 1999 into a 200 person, $400 million/year organization that is rapidly becoming the logistic arm of public health.

Designing and implementing innovative programs in public health/primary care and disease control in developing countries in the Pacific.

Supervising the National Health Service Corps for the Pacific Island Nations.

Performing as senior consultant in the hepatitis treatment and prevention program for the World Health Organization.
