Jerome A. Donlon, MD, PhD

Jerome A  Donlon, MD, PhD is the Chief Science Advisor and a Medical Officer in the Office of Public Health Emergency Medical Countermeasures of the Office of the Assistant Secretary for Preparedness and Response in the Department of Health and Human Services. He has been affiliated with the Department’s public health emergency preparedness programs since January 2002. He served as the Acting Director of the Office of Research and Development Coordination from September 2004 until April 2005. This office facilitates the development and acquisition of vaccines and other medical countermeasures against bioterror agents and influenza pandemics.

 

Dr. Donlon received his primary education as a Mechanical Engineer at the University of Notre Dame ( BSME and MSME ). He completed a graduate degree in Biophysics ( PhD ) at the University of Rochester before entering medical school at the University of Rochester. He received his medical degree (MD) cum laude in 1972 and was an intern in medicine at the Strong Memorial Hospital of the University of Rochester. He was a researcher and clinician in the Department of Laboratory Medicine at the National Institutes of Health Clinical Center for 12 years where he specialized in Clinical Pathology and Hematology. He is board certified in Clinical Pathology (Hematology).

 

Dr. Donlon went to the Center for Devices and Radiological Health of the FDA in 1985 as the Director of the Division of Clinical Laboratory Devices. He moved to the Center for Biologics Evaluation and Research of the FDA in 1990 as the Director of the Office of Biologics Review and later Director of the Office of Establishment Licensing and Product Surveillance. He was also the Deputy Director for Medicine in the Office of Compliance and Biologics Quality at the Center for Biologics Evaluation and Research where he was responsible for a variety of scientific, clinical and regulatory activities. He came to the Office of the Secretary of Health and Human Services in January 2002 to support the public health emergency response efforts
